How can I get working tax credit without actually working?
The simple answer is you can't. Why are you trying to defraud the system? If you don't have enough money why don't you work? If you have children then surely you are getting benefits for them and yourself? You are not giving enough information for anyone to be helpful to you. You are implying by your question that your wish to have money you are not entitled to. Don't you think this would anger people who work and pay tax? Please offer more information so someone could help you without you needing to resort to fraud, the possibility of being caught and sent to prison!
